To reduce the disease and economic burden of STD in Duval County through prevention, early detection and countrywide education.

Vision
To improve the quality of life for all Duval County residents by promoting responsible sexual behaviors, increasing access to quality services to prevent sexually transmitted diseases and their complications, and by eliminating disparities in the rate of infection.

  8. Reduce congenital syphilis.

(Developmental) Reduce neonatal consequences from maternal sexually transmitted diseases, including chlamydial pneumonia, gonococcal and chlamydial opthalmia neonatorum, laryngeal papillomatosis (from human papillomavirus infection), neonatal herpes and preterm birth and low birth weight associated with bacterial vaginosis.

Personal Behaviors
  10. Increase the proportion of adolescents who abstain from sexual intercourse or use condoms if currently sexually active.
        Year 2010 Target: 95%

  11. (Developmental) Increase the number of positive messages related to responsible sexual behavior during weekday and nightly prime-time television programming.

Community Protection Infrastructure
  12. Increase the proportion of local sexually transmitted disease programs that routinely offer hepatitis B vaccines to all STD clients.
        Year 2010 Target: 90%

  13. (Developmental) Increase the proportion of youth detection facilities and adult city or county jails that screen for common bacterial sexually transmitted diseases within 24 hours of admission and treat STDs (when necessary) before persons are released.

  14. (Developmental) Increase the proportion of all local health departments that have contracts with managed care providers for the treatment of nonplan partners of patients with bacterial sexually transmitted diseases (gonorrhea, syphilis and chlamydia).

HIV Objectives
1. Reduce AIDS among adolescents and adults.
    Year 2010 Target: 1.0 new case per 100,000 persons aged 13 years and older.
    Year 1997: 42 new cases per 100,000 persons aged 13 years and older.

2. Reduce the number of new AIDS cases among adolescents and adult men who have sex with men.
    Year 2010 Target: 13,385 new cases.

3. Reduce the number of new AIDS cases among females and males who inject drugs.
    Year 2010 Target: 9,075 cases.

4. Reduce the number of new AIDS cases among adolescents and adult men who have sex with men and inject drugs.

5. (Developmental) Reduce the number of cases of HIV infection among adolescents and adults.
