To improve the quality of life for all people in Jacksonville by preventing and reducing cancer death, disease and disability; and by eliminating disparities that exist in cancer outcomes.

Objectives
1. Reduce the overall cancer death rate.
    Year 2010 Target: 160 deaths per 100,000 population.
    Year 1999: 226.1 deaths per 100,000 population.
    Year 2000: 221.3 deaths per 100,000 population.

2. Reduce the lung cancer death rate.
    Year 2010 Target: 45 deaths per 100,000 population.
    Year 1999: 66.4 deaths per 100,000 population.
    Year 2000:  64.8 deaths per 100,000 population.

3. Reduce the breast cancer death rate.
    Year 2010 Target: 22 deaths per 100,000 females.
    Year 1999:  32.8 deaths per 100,000 females.
    Year 2000:  28.7 deaths per 100,000 females.

4. Reduce the death rate from cancer of the uterine cervix.
    Year 2010 Target: 2 deaths per 100,000 females.
    Year 1999:  5.1 deaths per 100,000 females.
    Year 2000: 5.0 deaths per 100,000 females.

5. Reduce the colorectal cancer death rate.
    Year 2010 Target: 14 deaths per 100,000 population.
    Year 1999: 23.2 deaths per 100,000 population.
    Year 2000: 23.9 deaths per 100,000 population.

6. Reduce the oropharyngeal cancer death rate.
    Year 2010 Target: 2.7 deaths per 100,000 population.
    Combined Years, 1992-1999: 5.3 deaths per 100,000 population.

7. Reduce the prostate cancer death rate.
    Year 2010 Target: 29 deaths per 100,000 males.
    Year 1999: 46.2 deaths per 100,000 males.
    Year 2000: 36.3 deaths per 100,000 males.

8. Reduce the rate of melanoma cancer deaths.
    Year 2010 Target: 2.5 deaths per 100,000 population.
    Combined Years, 1992-1999: 2.9 deaths per 100,000 population.
    
9. Increase the proportion of persons who use at least one of the following protective measures that may reduce the risk of skin cancer: avoid the sun between 10a.m. and 4p.m., wear sun-protective clothing when exposed to sunlight, use sunscreen with a sun-protective factor (SPF) of 15 or higher, and avoid artificial sources of ultraviolet light.
    Year 2010 Target: 75% of adults aged 18 years and older use at least one of the identified protective measures.

10. Increase the proportion of physicians and dentists who counsel their at-risk patients about tobacco use cessation, physical activity, and cancer screening.
